About Us
Executive Director
Tracy Hoien Tracy Hoien is a founding member and immediate past
president of the Lake Washington Schools Foundation.
Tracy has 21 years of experience in the hospitality, hotel and private
club business with a background in event planning, membership sales
and development, and club management and development.
In 1997, Tracy retired from the business world to allow more time for
PTA interests and endeavors— specifically lobbying for education
funding and reform. As a PTA volunteer at the elementary level and junior
high levels she has held many positions including volunteer coordinator,
fundraising chair, legislative chair and co-president. On the LWPTSA
Council, she served as newsletter editor, area vice-president, co-legislative
chair and co-president. At the State PTA level, she served as newsletter
editor and legislative chair. She is also a co-founder of L.I.N.K.S.
(Looking Into the Needs of Kids and Schools), a district-wide program
supported by the LWPTSA Council to link volunteer resources to the needs
of schools and students within the LWSD.
Tracy has a daughter who is a graduate of Redmond High School, a step-son
who is a graduate of B.E.S.T. High School and a daughter in ninth grade
at Redmond Junior High School. She and her husband, Jeff, live in Redmond.
Through her association with the LWSF, Tracy has “a voice in
championing equity district-wide in support of students, educators and
the best public schools possible while engaging the community in the
Foundation’s mission.”

Kim Axelrod, President
Kim Axelrod is a founding member of the LWSF and currently serves
as Vice-President.
Kim holds a B. S. in Operations Management from Arizona State
University and an M.B.A. from the University of Santa Clara. She
worked for Hewlett-Packard for ten years. After leaving Hewlett-Packard
she did consulting work and corporate training for fortune 100
companies.
Kim retired from the workforce after the birth of her twins.
She has devoted her extra time to volunteering in her local community
of Redmond. Kim served on the advisory board for the Children’s
Response Center, as PTSA Co-president at her children’s
elementary school (Dickinson Elementary), on the LWPTSA council,
and on the National ParentNet Advisory Board. She was also a founding
board member of the San Carlos Charter Learning Center, a charter
school in California.
Kim lives in Redmond with Josh, her husband of twenty years,
and their three daughters. Two of her daughters are at Evergreen
Junior High School and another is at Redmond High School.

Scott Harlan, Treasurer
Scott Harlan has been actively involved with the Foundation since
August of 2005 and in May, 2006 joined the Board of Trustees. He
is currently serving as the Foundation’s Treasurer. Scott
is the Executive Vice President of First Mutual Bank in Bellevue.
Scott is a product of Lake Washington schools, having attended
Ben Franklin Elementary School, Rose Hill Junior High School and
Lake Washington High School. He graduated from the University
of Washington in 1984 with a degree in Business Administration/Accounting
and graduated from the Pacific Coast Banking School in 2003. He
is also a graduate of the inaugural class of Leadership Eastside.
Scott and his wife Kim live in Redmond with their 3 children,
two of whom attend Evergreen Junior High and one who attends Redmond
High School. After many years of seeing what good the Bellevue
Schools Foundation can do, Scott wanted to become involved with
the efforts to launch a Foundation in the district where both
he and his children attended public schools.

Carolyn Vaché, Secretary
Carolyn Vaché is a founding member of LWSF and is currently
the Secretary. She has been involved with her local unit PTSA and
has served as President, Vice President, and Secretary, as well
as various committee chairs for over 15 years. Carolyn is Co-President
of the Redmond High School PTSA. She is also involved with the Lake
Washington PTSA Council and has previously served as the Secretary,
as an area Vice President and is currently the Scholarship committee
chair and an area Vice President. Carolyn is also a member of the
Assistance League of the Eastside.
She has a Bachelor of Journalism degree from the University of
Missouri, Columbia and a Bachelor of Arts degree with an emphasis
on communications from Stephens College, Columbia, Missouri.
She currently lives in Redmond with her husband, Dan, and one
daughter who attends Redmond High School. Her oldest daughter
is a student at Western Washington University.

Terri Blier
Terri Blier is a founding member of the Foundation.
Terri lives in Woodinville with her husband, Roger. They are
both graduates of the Lake Washington School District. Terri graduated
from Juanita High School and Roger graduated from Lake Washington
High School. Their two daughters both graduated from Redmond High
School.
She is the President of the Redmond High School PTSA, as well
as President of the Mustangs Cheer Boosters for Redmond High School.
Terri has had extensive involvement with local school PTSA's
having served for the last 12 years in various positions such
as committee chair, Secretary, Vice President, and President as
well as serving on the LWPTSA Council Board for 6 years as a Vice
President and as chair of numerous committees.
Terri became involved with the Foundation because she believes
wholeheartedly in advocating for children. “After many years
of involvement at the PTA level, I had a desire to continue to
give of my time to benefit kids on a broader level as well as
District-wide. I am very pleased to be part of the Foundation’s
startup and hope to enable it to grow beyond our greatest expectations.”

Jackie Pendergrass
Ex-officio, LWSD School Board Representative
Jackie Pendergrass has been a Lake Washington School Board Director
since 1995. She has served as Legislative Chair and as Board President
in 1999 and 2000, and is currently serving as Vice President.
For over 30 years, she has been an advocate for children and children's
issues both locally and statewide. During this time, she has been
involved with a variety of child-focused organizations. She is
a ex-officio member of the LWSF and provides a link between the
School Board and the Foundation.
Mrs. Pendergrass has worked as a Registered Nurse in Pediatrics,
Prepared Childbirth Education, and Health Screening. Her husband,
Tom, and she have lived in the Juanita area since 1976. They have
two sons who both graduated from Juanita High School and the University
of Washington.

Pat Vaché
John P. (Pat) Vaché is a founding member of the LWSF. He
and his wife Kitty, and their four children moved to Redmond and
the Lake Washington School District in 1977. The children are all
graduates of Redmond High School and the University of Washington.
The Vaché family is growing, and with nine grandchildren
is committed to grow with the community.
Pat is currently President of Escort Data Loggers, LLC. Prior
to joining Escort, Pat and his daughter, Mia, created Kinections
LLC, a partnership committed to helping small organizations develop
human resource strategies and practices. Prior to that, he was
Senior Vice President of Western Operations of Sensitech, Inc.
He received his BA from the University of Washington in 1968.
Pat is extensively involved in the Redmond community. He served
on the Redmond City Council from 1981 to 1988 including two terms
as President, and he is currently Vice President. In addition,
he has served on a number of task forces and the Redmond Planning
Commission. Among his numerous civic positions are: President
of Kirkland Kiwanis and Redmond Chamber of Commerce. He currently
serves on the board of REACH, Hopelink, Eastside Human Services
Forum and is Vice President of Family Resource Center.
Miles Otoupal
Miles Otoupal is a resident of the Lake Washington
School District, living in Sammamish with his wife Marilyn.
They have 3 grown boys, all having graduated from JFK
High School in Burien. One son, Alex, interned at Evergreen
Junior High in 2004 while he was a student in the Danforth
Program at UW.
Miles has a Master's Degree in Social Work from University
of Nebraska and was Director of Catholic Community Services
in Seattle from 1977 to 1990. He is currently Branch
Office Manager for the D A Davidson & Company financial
planning office in Redmond Town Center. He is a Board
Member of the Community Services for the Blind and Partially
Sighted in Seattle. Education and services for children
have been priorities for Miles.
A firm believer that the educational system is the cornerstone
of the community, Miles has experience with assessing,
planning and administering programs that enhance positive
growth & development. He understands the values
necessary for strong leadership that are the building
blocks for teamwork and success for administrators,
classroom teachers, children and parents. Miles has
seen the successful synergy of the Foundation and knows
that extraordinary financial support and volunteerism
are critical for a productive school system.
Barbara Coyner
Barbara Coyner has been active in PTSA for the last
twelve years. She has served on PTSA Board of Directors
for four schools in Sammamish and Redmond as well as
the Lake Washington PTSA Council. Her positions have
included Treasurer, Co-President and Secretary. She
is currently serving as Council Treasurer. In addition,
Barbara has enjoyed working on the Council Scholarship
Committee. She was awarded a 2007 SAMMI Award for youth
advocacy by the Sammamish community.
Barbara received a BA degree in English from the University
of Minnesota and previously worked in advertising and
promotion.
Barbara grew up in Minneapolis and lived in Chicago
prior to moving to Seattle in 1988. She currently lives
in Sammamish with her husband, Don, and two boys, Geoff
and Stephen. Geoff attends the University of Washington
and Stephen is a student at Inglewood Jr. High.
Carrie Schwitters
Carrie Schwitters has a BA in Elementary Education
from Western Washington University. She taught Kindergarten
for a year in San Diego before moving back to Washington.
After moving back she became a substitute teacher in
the Renton, Issaquah and Northshore School Districts
for two years. At this time she was also a volunteer
at Friend’s of Youth in Issaquah and then the
Youth Suicide Prevention Center in Bothell where she
eventually became a board member. In 1989 her son was
born and she became an at home mom. In 1997 when her
daughter entered Audubon Elementary she became a classroom
volunteer, a PTSA member and one of the founders of
International Community School.
Currently, Carrie is a PTSA member at Redmond High
School and International Community School, an active volunteer
at both schools, and a volunteer with the Lake Washington Schools Foundation.
After a 17 year break from teaching, she reentered the
workforce as a substitute teacher for the Lake Washington
School District. Carrie lives in Redmond with her husband
Chad and two
children, who are in high school.
Sherry Wartelle
Sherry is a native Seattleite, and a graduate of Roosevelt
High School. She also graduated from the University
of Washington with a Bachelor’s in History and
a Masters in Business Administration.
Sherry’s background is in financial analysis
and information systems. Most recently, she was Director
of Planning at Microsoft. During her 10 years with the
company, she was primarily involved in corporate planning
and a special project that focused on evaluating spending.
Prior to that, she spent ten years in the commercial
banking industry. As Vice President, Retail Banking
for Security Pacific Bank, she provided financial oversight
for the branch network as well as the credit card, insurance,
and leasing businesses. Sherry retired from Microsoft
in June of 2005 to spend more time with her teen-age
daughters.
Sherry lives in Redmond with her husband, Jerry Smith,
and one daughter, who will be attending Redmond High
School in the fall. Their oldest daughter is a graduate
of Redmond High School and is attending the University
of Washington.
Chris Enslein
After 12 years at Microsoft, Chris
became a stay at home mom in 2001 and quickly became
immersed in education issues. She has been a member of
Audubon Elementary, Redmond Junior High and Redmond
Senior High PTSAs. She served as Legislative Chair at
both Redmond Junior High and Redmond High. She also
served as co-vice president at Redmond High and for two
years served on the Redmond High grants committee.
From 2005 to 2007 Chris was
Washington State PTA Regional Legislative Chair. In that
position, Chris coordinated numerous activities
including meetings between PTA members and state
representatives, trainings for new legislative chairs,
and regional legislative chair meetings. She represented
six eastside school districts on the State PTA
Legislative Committee and served as the liaison between
State and local PTAs on legislative matters.
During this time she was an active advocate for
WASL reform and state education funding. She
was named LWPTSA outstanding advocate in 2006.
When School Resource Officers were
removed from RHS and RJH, Chris volunteered to co-chair
a citizen’s committee to pass a levy for SRO funding.
She also served on the 2007 LWSF classroom grant
committee. Serving on the LWSF and RHS grant committees
gave Chris a strong appreciation for the need for a
Foundation to provide funding for LWSD classrooms.
Chris and her husband John are
pleased to be members of the Founder’s Circle.
They have two children, one at Seattle University
and one at The Overlake School and have lived on the
eastside since 1989. Chris has a B.A. in political
science and a M.A. in journalism.
Byron Shutz
Byron
and his wife Susan were early supporters in the
Founders Circle
.
Following
the sale of his entrepreneurial manufacturing company,
Garuda Mountaineering, Byron segued into the role of
stay-at-home parent in ‘96. When their oldest began
kindergarten, he embraced school volunteerism and
embarked upon
the well-trod
PTA
path: as a Room Parent he volunteered for a
PTA
event and then chaired a few programs, including the
Nomination Committee. He went on to serve as PTSA
President and board chairs of several events and
programs before joining the LWPTSA Council where he
served as Newsletter Chair, on the Scholarship Awards
Comm., as a community member on the LWSD Budget Advisory
Committee panel, and as Legislative Co-Chair. As a
founding member of the volunteer Ed Funding Mobilization
Group he develops and delivers informational
presentations on WA Basic Ed funding. These involvements
led to participating on the LW Citizen Levy Committee,
serving as WSPTA’s Chair of 2008 Focus Day in
Olympia
, and recognition as a 2008 LWPTSA Outstanding Advocate.

, Byron received a BA from the

Colorado
in anthropology. He managed corporate commercial real
estate for five years, with two years in
Bellevue
and
Redmond
, before traveling overland through
Central Asia
for most of 1989 and starting Garuda.
Byron
and Susan have lived in southwest
Redmond
in the LWSD since 1994; their son and daughter attend
Audubon Elementary.
